Water in the Bible: John 7:37-39

The image of refreshing water is used throughout the Bible to describe the spiritual cleansing and renewal that Jesus offers to those who open their hearts to the Gospel and the Holy Spirit. This passage is Jesus' famous invitation, extended to any who are thirsty, to find spiritual renewal through him.

I wish to ask a question rather. Does the above scripture apply to the born-again too? What spiritual experience is the Lord Jesus talking about? Is it the infilling of the Holy Spirit, or the baptism of the Holy Spirit? However, I do believe that the Lord is talking about being filled with the Holy Spirit. Please, may I have your views?

“If I speak in the tongues of men or of angels, but do not have love, I am only a resounding gong or a clanging cymbal. If I have the gift of prophecy and can fathom all mysteries and all knowledge, and if I have a faith that can move mountains, but do not have love, I am nothing. If I give all I possess to the poor and give over my body to hardship that I may boast, but do not have love, I gain nothing.”
- 1 Corinthians 13:1-3
